Duties: Serve as a Forensic Examiner to perform all types of latent print examinations. Initiate, perform and oversee examinations of a wide-variety of materials using one or more specialized forensic science disciplines.

Essential Job Functions:

  • Provides forensic analysis of evidence in cases involving multiple submissions where inter-comparison of evidence is necessary. Coordinates with outside government agencies as necessary to facilitate forensic examinations in complex cases. Participates in liaison and meetings with officials from outside agencies to coordinate cases of mutual interest.
  • Initiates and performs the full range of analytic procedures in a forensic and field laboratory or similar settings. Identify and characterize complex evidence and provide findings in a clear and concise manner. Examination process includes the preparation of sample/s, selecting and entering instrument settings, performing scientific analyses, and tabulating results. Coordinates as necessary with outside laboratories and/or other agencies and industry.
  • Utilizes and modifies as necessary a variety of highly complex scientific equipment and procedures in order to obtain detailed and sometimes obscure characteristics of a wide-variety of unique evidentiary materials. Interprets findings to allow non-scientific end users to incorporate scientific findings into operations, research, and additional analysis.
  • Prepares and furnishes authoritative oral and written reports to facilitate investigative, intelligence, prosecution and other functions that support mission requirements. Convey the opinions and findings as determined through detailed examinations and analysis.
  • Provides authoritative support to the client and other components within a multi-agency activity. Capable of describing detailed findings to the client and outside scientists. May provide training regarding the analytical process and related functions consistent with the needs of the client.

Other Job Functions:

  • Modifies, adapts and develops standard methods and techniques in order to identify critical characteristics of evidence using sound scientific principles. Identifies and initiates steps to solve analytical problems. Performs transfer of technology, methods development and validation applicable to analysis of evidence. Identifies research requirements and coordinates with the client and others as necessary. Stays abreast of the latest research/developments in scientific methods to identify possible solutions to complex problems.
  • Presents court testimony regarding examination of evidence as necessary to support mission requirements.

Requirements: Bachelor's degree in Forensic Science, Chemistry or related science and more than 10 years of job-related experience or an equivalent combination of education and experience. Must have knowledge and 10 years experience using physical, chemical and light source methods of latent print examination, collection and preservation. Certification as a fingerprint specialist or physical scientist (forensic examiner) by the Laboratory Division of the FBI or the International Association for Identification (IAI) as a result of successfully passing the certification examination required. IAI certified latent print examiners and FBI certified latent examiners who have been out of the industry for over one year must pass a competency test. Former FBI certified latent examiners that have been out of the industry for less than one year must pass a proficiency test. Must have extensive experience applying the principles, theories, and methods of fingerprint science in order to analyze complex material; conduct scientific research and adapt technical procedures. Must have experience presenting results of analyses orally and written. Experience using electronic search and enhancement systems required. Must have knowledge of legal procedures and rules of evidence to handle evidence appropriately and provide effective testimony. Must have extensive knowledge in the use of Automated Fingerprint Identification Systems (AFIS) for searching unidentified latent fingerprints, to include IAFIS and the Universal Latent Workstation (ULW) application. Must be able to pass a security background investigation, and to obtain and maintain a Top Secret security clearance.
