Job Description:

The Latent Print Examiner performs technical and analytical tasks in the documentation, collection, preservation, and processing of latent prints. Scientifically assesses materials of evidentiary value to determine the best methodology for developing, enhancing and preserving latent prints. Analyses, compares and evaluates known and latent prints to determine positive identification or non-identification of the friction ridge detail. Knowledge of AFIS database operations and exposure to Universal Latent Workstation (ULW) preferred but not required.

Personnel shall perform necessary latent fingerprint image processing, encoding and examinations. This forensic evidence may originate on a variety of surfaces to include, but not limited to, bomb-making devices, paper documents, weapons and other materials. The Government realizes that this process is labor intensive, and requires specially trained personnel to perform this critical mission. The contractor shall use the latest, proven technologies, e.g., multi-modal algorithms, fingerprint, face, and palm examination methods, and latent tools to assist the biometrics examination personnel.

The biometrics examinations requirement is global, therefore the Government requires the contractor to be available 24x7x365-days to support the DoD Biometrics Enterprise. The number and quality of manual examinations and reviews cannot be reliably predicted, but based on the critical needs of the warfighter, the contractor shall staff this requirement 24x7 to meet the operational needs of the DoD Biometrics Enterprise. Catastrophic events can occur and therefore the contractor shall provide additional latent and biometrics examiners in a short time-frame to provide surge support to the DoD Biometrics Enterprise.

Principal duties and responsibilities:

  • Process various types of evidence for latent prints.
  • Enhance visible latent prints.
  • Identify and label latent prints of value on evidence to be photographed.
  • Compare latent prints to known impressions.
  • Determine the identification or non-identification of latent prints to known impressions.
  • Verify the identification or non-identification of latent prints to known impressions.
  • Prepare detailed reports on processes performed and results.
  • Train personnel in the area of latent prints.
  • Maintain and document the chain of custody of evidence.
  • Prepare detailed reports on processes performed and results.

  • Collect and preserve possible DNA evidence.

Requirements:

Latent Examiner - Associate:

  • A minimum of forty (40) hours of in-house, latent print training.
  • A minimum of two (2) years, full-time experience in ten print examination, assessment, comparison and verification.
  • Education Requirements
  • Bachelor's Degree plus two (2) years full-time experience, or
  • Associate degree (or documentation of 60 semester hours or 90 quarter hours of college credits) plus 3 years full-time experience as an examiner equals the Bachelor's Degree requirement, or
  • Four (4) years full-time experience as an examiner equals the Bachelor's Degree requirement.

Latent Examiner - Intermediate:

  • Latent Examiner Trainee qualifications
  • A minimum of eighty (80) hours of in-house or formal, IAI approved, latent print training.
  • A minimum of one (1) year, full-time experience in latent print examination, assessment, comparison and identification.

Latent Examiner - Expert:

  • Latent Examiner qualifications
  • IAI certification
  • Minimum of 80 hours of formal, IAI approved training in latent print matters.
  • Minimum of four (4) years' full-time experience in the comparison and identification of latent print material and related matters.
