Crime Scene Investigation Supervisor

Salary: $81,720 - $109,512 per year

Under direction, to supervise, assign, review, and participate in the work of staff responsible for providing Crime Scene Investigation Unit services and activities including evidence collection, protection, preservation, photography, and identification; and to perform a variety of technical tasks relative to assigned area of responsibility.

SALARY:
  • Current: up to $109,512 annually (salary range: $81,720 - $109,512)
  • Effective July 8, 2018: up to $112,524 annually (salary range: $83,964 - $112,524)
  • Effective July 7, 2019: up to $115,608 annually (salary range: $86,280 - $115,608)

CLASS CHARACTERISTICS:
  • This is a supervisory classification and incumbent is responsible for the effective and efficient operation of the crime scene investigations unit. This position exercises direct supervision over technical staff.

Duties:

  • Plan, prioritize, assign, supervise, and review the work of staff responsible for providing evidence collection, protection, preservation, photography, and identification services and activities.
  • Participate in the selection of assigned staff; provide or coordinate staff training including in the areas of forensic science, crime scene investigation, and photography; work with employees to correct deficiencies; implement discipline procedures.
  • Assist in the development and presentation of departmental training related to the collection, handling, and presentation of evidence.
  • Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing services and activities; implement policies and procedures.
  • Participate in the preparation and administration of the assigned budget; submit budget recommendations; monitor expenditures.
  • Examine, identify, and classify prints; compare latent fingerprints with subjects to identify suspects of crimes; search latent fingerprints through the CAL-ID computer system to identify suspects of crimes; determine the true identity of booked subjects using fingerprint records from prior arrests; testify in court as an expert witness on fingerprint identifications and crime scene investigations.
  • Perform analysis of blood, hair fiber, ballistic, narcotic, and other types of physical evidence collected; coordinate the analysis of physical evidence in Costa Mesa Police Department cases going to trial with outside labs, detectives, and District Attorneys.
  • Perform the full range of duties of a crime scene technician.
  • Collect, protect, preserve, photograph, and identify evidence at crime scenes and other locations using a variety of specialized equipment and techniques to collect and analyze evidence for the purpose of criminal prosecution.
  • Document crime scenes with photographs, video recordings, diagrams, and reports.
  • Take various types of photographs of evidence, recovered property, and persons including injuries to the body.
  • Prepare castings or moulages of foot impressions, hand impressions, tire impressions, tool and other type impressions.
  • Prepare and maintain detailed and complex records and reports; prepare reports and accompanying evidence for court presentation; prepare photographic, video, and visual displays to aid in courtroom testimony.
  • Transport and mail evidence to appropriate laboratories for analysis including blood and urine samples.
  • Maintain evidence supplies for patrol.
  • Respond to and resolve inquiries and complaints.
  • Administer and maintain the Police Department's digital image storage system.
  • Produce photographic prints with Adobe Photoshop and professional digital photographic printers.
  • Produce digital scans and photographic prints from archived negatives.
  • Produce video for investigation and court presentation from security video files utilizing specialized digital computer equipment and software.
  • Analyze and enhance video files for investigations and court presentation.
  • Administer and maintain the database of the in-car video system including producing DVDs for investigations and court discovery.
  • Administer the Police Facility security access system and the user database including issuing access cards.
  • Order supplies and maintain inventories for the Crime Scene Investigation Unit and the photo lab.
  • Maintain and repair cameras, flashes, video cameras and recorders, audio recorders, and specialized computers.
  • Perform related duties as required.

Requirements:

EDUCATION, TRAINING AND/OR EXPERIENCE:
  • Equivalent to a Bachelor's degree from an accredited college or university with major course work in criminology, chemistry, physics, or a related field.
  • Four (4) years of responsible experience in the field collection and preservation of evidence including some supervisory experience.
LICENSE AND/OR CERTIFICATE:
  • Possession or the ability to obtain a valid Class C California Driver's License. Revocation of a license during employment will result in disciplinary action or reassignment.
REQUISITE KNOWLEDGE AND SKILL LEVELS:
  • Knowledge of the operations, services, and activities of a crime scene investigation program.
  • Knowledge of the principles of supervision, training, and performance evaluation.
  • Knowledge of the principles, practices, procedures, methods, and techniques used in evidence collection, protection, preservation, photography, and identification.
  • Knowledge of photography and film development principles and practices, including lab techniques and chemicals.
  • Knowledge of digital photography and videography principals and practices and software programs.
  • Knowledge to maintain and use professional digital photographic printers.
  • Knowledge of fingerprint identification techniques and requirements.
  • Knowledge of latent fingerprint print development techniques.
  • Knowledge of the principles, methods, and techniques of forensic science and crime scene investigation.
  • Knowledge of pertinent Federal, State, and local laws, codes, and regulations.
  • Knowledge of modern office practices, methods, computer equipment and pertinent software.
  • Knowledge of the principles and procedures of record keeping and reporting.
  • Knowledge of safe driving principles and practices.
  • Skill in operating modern office equipment, including computer equipment.
  • Skill in operating a motor vehicle safely.
REQUISITE ABILITIES:
  • Ability to supervise, organize, and review the work of technical personnel.
  • Ability to select, supervise, train, and evaluate staff.
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Ability to use a variety of specialized equipment and techniques to collect and analyze evidence including performing rape kit examinations, gun shot residue tests, making impressions with silicone putty, and making plaster casts of shoe impressions.
  • Ability to interpret and apply the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions.
  • Ability to develop and lift latent fingerprints with black powder and other chemicals.
  • Ability to operate an alternate light source in conjunction with fluorescent chemicals and forensic photography.
  • Ability to investigate criminal misconduct and identify items of evidential value.
  • Ability to collect, compile, and preserve evidence and information.
  • Ability to maintain confidentiality of sensitive information.
  • Ability to prepare and maintain accurate and complete records.
  • Ability to prepare clear and concise reports.
  • Ability to respond to requests and inquiries from the general public.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
