Police Evidence Control Unit Supervisor

Salary: $66,996.80 - $86,652.80 Annually

The Evidence Control Unit Supervisor plans, schedules and coordinates all activities and personnel in the Eugene Police Evidence Control Unit. The supervisor will monitor the management of evidence stored within the unit and ensure there is process for a valid and transparent chain of custody. This will be accomplished by following existing policies and procedures and industry standards.

Duties:

  • Plans, coordinates, supervises, and participates in the activities of the Evidence Control Unit within the guidelines of City of Eugene Policies, Eugene Police Department policies and procedures, ECU policies and procedures, ORS, and Municipal Codes.
  • Prepares and manages the ECU budget and authorizes related department expenditures; manages inventory, maintenance and equipment repairs.
  • Manages facility issues and upgrades.
  • Supervises intake, transfer, storage, release, disposal and related procedures for all evidence and property collected by the police department.
  • Recommends and assists in the implementation of goals and objectives; assists in the development and implementation of policies and procedures; establishes schedules and methods for providing effective services and support in assigned area of responsibility.
  • Directs, oversees, and participates in the development of the division work plan; assigns work activities, projects, and programs; monitors work flow; reviews and evaluates work products, methods, and procedures.
  • Reviews the work of unit personnel to ensure compliance with department policies and procedures; audits data entered by personnel to ensure accuracy.
  • Responsible for the selection, supervision, and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
  • Provides leadership and works with personnel to create a high performance, service- oriented work environment; participates in activities that promote a positive employee relations environment.
  • Ensures division implementation of, and adherence to, the City's Affirmative Action and diversity work plans. Participates in the development and implementation of division wide diversity initiatives. Facilitates diversity-related staff development.
  • Develops professional working relationships with police department staff, court officers, other agencies, and others involved in the collection and preservation of physical evidence.
  • Oversees the preparation of and/or prepares a variety of reports, statistics, and other information relating to Evidence Control Unit.
  • Develops and maintains a variety of files, records and reports pertaining to unit activities.
  • Ensures proper operation and maintenance of equipment; ensures adherence to appropriate safety regulations.
  • Administers and maintains evidence tracking software, surveillance software and security system.
  • Performs related work as required.

Requirements:

Knowledge of:
  • Principles and methods of supervision, employee training and team-building

  • Principles of organization and inventory management including computerized information systems.

  • Federal, state, and local laws, regulation and court decisions applicable to evidence and property handling and disposition
  • Modern office management practices and techniques

Ability to:

  • Establishing and maintaining effective relationships with EPD staff, members of other governmental agencies, community and business organizations, employees, attorneys, citizens, and others encountered in the course of work.

  • Prepare clear, concise, and comprehensive reports and other written materials

  • Must be available during off-duty hours for call and to respond as required

Experience and Training Guidelines
  • Any combination of experience and training that would likely provide the required knowledge and abilities in qualifying.
Experience:
  • Five years of progressively responsible related professional experience, preferably in the public sector, including at least one year of supervisory or program management experience.
Training:
  • Equivalent to a Bachelor's degree from an accredited college or university in the assigned program area. Additional qualifying professional level experience may be substituted for the educational requirement.
