Supervisor of Forensic Services - Latent Prints

Duties

• Supervisor Duties (35%)
• Supervises personnel assigned to the Latent Print Unit. Provides training and technical assistance for assigned personnel in the performance of their duties.
• Reviews and revises operating procedures for the Latent Print Unit. Makes recommendations for improved efficiency. Prepares, maintains, and evaluates, logs, records, reports, and other information necessary for efficient operations.
• Assigns duties to personnel and coordinates the workload within the Latent Print Unit.
• Responsible for the quality control measures within the Latent Print Unit which will include the technical and administrative review of casework.
• Coordinates training and employee schedules as required. Assist personnel with career development.
• Initiates and effectively recommends performance evaluations, disciplinary, and/or commentary actions for assigned personnel.
• Participates in the laboratory annual quality audits.
• Coordinates and facilitates communication between other units of the Sheriff’s Office. Serves as a liaison to various committees as assigned.
• Participates in the development and implementation of goals, objectives, policies, procedures, and priorities; recommends and implements resulting policies and procedures. Identifies opportunities for improving service delivery methods and procedures; identified resource needs; reviews with appropriate management staff, implements approved improvements.
• Performs the duties of the Technical Lead per accreditation requirements.
• Analysis, Comparison, Evaluation, and Verification of Friction Ridge skin Impressions (40%)
• Analyzes, compares, evaluates, and verifies impressions of friction ridge skin submitted by members of the Seminole County Sheriff’s Office and various criminal justice agencies. These impressions are primarily recovered through the use of black fingerprint powder, lifting tape, and lift backing cards. (Exposure to the black fingerprint powder using the recovery of the latent prints can pose a potential health damaging risk to the Latent Print Supervisor.)
• Examines diverse items of physical evidence which have been processed through mechanical and chemical means for the detection of latent prints. (These chemicals and the item of evidence itself can pose a biological or health damaging risk to the Latent Print Supervisor.)
• Examines diverse items of physical evidence that have been submitted to the biological screening section of the forensic laboratory division for the presence of suspect blood impressions. (These examinations may pose a potential biological or health damaging risk to the Latent Print Supervisor.)
• Performs examination of deceased hands, fingers, or pieces of skin for the purpose of establishing positive identification of deceased persons. These prints may also be used for comparison purposes with latent prints from crime scenes. (The examination, documentation, preservation, and analysis of this human tissue may pose a potential biological or health damaging risk to the Latent Print Supervisor.)
• Attends crime scenes and autopsies if such assistance is required.
• Prepare written reports on all evaluations and examinations completed stating results of findings. (15%)
• Presents expert testimony in criminal courts on latent fingerprint examinations. Prepares court exhibits as required. (5%)
• Performs other duties as assigned or may be necessary in the efficient and effective performance of the position functions. (5%)

 Earn a Degree in Crime Scene Investigation, Forensic Science, or Computer Forensics

Requirements

REFERENCE SUPERVISOR VIA JOB DESCRIPTIONS

• Bachelor’s Degree in Forensic Science or closely related scientific field. Must be a Senior Crime Laboratory Analyst assigned to the Latent Print Unit or have the equivalent latent print experience, education, and certification.
• Must be competent and proficient in the analysis, comparison, evaluation, and verification of latent prints.
• Must have and maintain certification with the International Association for Identification as a Latent Print Examiner.
• Internal applicants must have completed the Seminole County Sheriff's Office one (1) year probationary period
• Must possess and maintain a valid Florida Driver's License

Knowledge, Skills, Abilities & Other

• Knowledge, skills, and abilities to perform thorough and accurate analysis, comparison, evaluation, and verification of friction ridge detail.
• Knowledge of the correct procedures for providing expert testimony in court.
• Ability to give sworn testimony as an expert witness in court; to demonstrate ethical and professional behavior; to work independently in carrying out assignments to completion; to establish and maintain effective working relationships with others; and to work independently; to present ideas clearly and concisely both orally and in writing. Ability to work with, and not to be sensitive to graphic scenes of violence; to establish record keeping systems; to use various computer programs in the daily operation of the Latent Print Unit.
• Skill in the use of the Biometric Identification System and the Integrated Automated Fingerprint Identification System.
• Thorough knowledge of laboratory accreditation standards. Ability to audit technical aspects of the laboratory.

POSITION ASSIGNMENT WORKING CONDITIONS

• The work environment for this position is in an office atmosphere. The incumbent will be required to attend court proceedings at the courthouse. The incumbent will be required to take the prints of individuals at the courthouse, correctional facility, and morgue. Work is generally performed during normal business hours although the incumbent may be required to work other hours to fulfill the needs of the position. Incumbent may be required to respond to the field and may be exposed to scenes of graphic violence with potential health hazards.
