Salary: $60,881.60 - $91,374.40 Annually

Under general supervision, supervise and coordinate the daily operations and personnel of the Property and Evidence facility containing primarily items of evidence, along with found or seized property. Incumbent ensures compliance with state laws, City ordinances, rules of criminal procedure and various department protocols as they relate to the receipt, storage and disposition of property and evidence.

Duties

Primary Duties and Responsibilities
  • Receive, package, preserve, log, store, inventory and release supplies, property and evidence to include narcotics, firearms, money, ammunition, explosives, etc. in accordance with state laws and City ordinances. Responsible for safeguarding and maintaining the integrity and proper chain of custody of all evidence and property.
  • Supervise operations by ensuring that all property and evidence is properly received, handled, marked, documented, stored, tracked, and disposed of in compliance with Arizona Revised Statutes, the Rules of Criminal Procedure, Accreditation Standards, and Property and Evidence protocols
  • Safeguard the integrity of all evidence, including maintaining an accurate chain-of-custody, and protect evidence from harmful change
  • Supervise the Property and Evidence personnel, to include: prioritizing and assigning work; providing staff with training, direction and conducting performance evaluations; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination and disciplinary recommendations
  • Coordinate and monitor programs and projects to establish goals and objectives, track effectiveness, and ensure compliance with department policy and procedures
  • Consult with department's Legal Advisor regarding proper legal interpretation of statutes, rules of procedure, etc. and consults with legal regarding specific requirements such as length of evidence storage, court orders for property and evidence release, etc.
  • Coordinate time-sensitive processes related to viewing and releasing evidence
  • Review security controls and responds to alarms at all property and storage locations, to include after hours, if needed
  • Coordinate and conduct inventory and inspections of the property and evidence storage locations required by departmental policy to ensure the safeguarding and accurate accounting of all items currently stored
  • Respond to call-outs as needed to receive property and evidence
  • Instruct law enforcement personnel, attorneys and others on procedures of evidential property control
  • Analyze operations, conduct needs analyses, researches alternatives and legislative changes, set objectives, and recommend changes to management regarding policies and procedures to enhance operations
  • Conduct compliance audits and makes site inspections of all property storage facilities
  • Provide testimony in court as required by subpoena and represents the department at public hearings and meetings
  • Compose a variety of reports and written materials related to operations as well as the processing and disposition of the property and evidence
  • Coordinate the procurement of services, supplies and equipment
  • Oversee the destruction of sensitive property, including narcotics and firearms
  • Oversee the preparation of inventory for public auction
  • Use electronic and physical security methods and systems including the Spillman Property and Evidence Management system, bar-coding inventory system, Microsoft Word, Excel, and Outlook
  • Maintain regular attendance and punctuality
  • Perform other duties as assigned

 Earn a Degree in Crime Scene Investigation, Forensic Science, or Computer Forensics

Requirements

Education and Experience:
  • High School diploma or GED equivalent, three (3) years' experience maintaining property and/or evidence in a law enforcement environment, and (3) years lead or supervisory experience. OR any equivalent combination of training and experience, which provides the required knowledge, skills and abilities, to perform the primary duties.
  • Associate’s degree in a related field from an accredited college or university and specialized training or formal education in criminal justice, automated systems, inventory control, and data processing is desirable.
Knowledge of:
  • AZ criminal justice and court systems, procedures and protocols
  • Law enforcement methods, practices, and procedures
  • Criminal rules of evidence pertaining to property
  • Firearms handling and safety procedures
  • Practices and procedures of establishing inventories and warehousing
  • Records management systems, computerized and manual files
  • Hazards and safety precautions related to evidence
  • Supervisory principles and practices
  • Coaching and training techniques to provide technical advice and/or training to employees, law enforcement, and court officials
  • Team concepts (e.g., team building, leadership, and participation and group problem solving techniques)
  • English language, spelling, grammar and punctuation required to produce written documents of moderate to complex difficulty
Skill in:
  • Operation of standard office and technical equipment
  • Using a computer and related software applications
  • Establishing and maintaining cooperative working relationships with employees, officials, other agencies and the general public
Ability to:
  • Communicate effectively orally and in writing
  • Read, comprehend and interpret complex written materials such as statutes, rules of criminal procedure, etc.
  • Speak before groups to provide information or training on evidence policies, procedures, and programs
  • Exercise diplomacy with others, sometimes in difficult situations
  • Exercise good judgment in safeguarding confidential or sensitive information
  • Acquire and retain required Terminal Operator Certification to access criminal records
  • Organize, prioritize and perform multiple tasks to complete job functions in an orderly and efficient manner within stringent deadlines
  • Independently make decisions and take appropriate action to administer programs
  • Identify problems and analyze information in support of decision-making, developing viable recommendations, and/or program project initiation
  • Perform basic accounting, statistical and mathematical procedures to develop logical conclusions
  • Operate various portable equipment (e.g. battery changers, air compressors, etc.) and moving equipment (e.g. dollies, hand trucks, and carts)
  • Use the following equipment/software; Computers, laptop, printers, fax/scanner/copier related software, telephone, ladders, carts
Additional Information
  • A valid driver’s license issued by the state of Arizona.
  • Must successfully pass a pre-employment screening to include a comprehensive background investigation, drug test, polygraph, and psychological exam.
  • Must maintain Terminal Operator Certification.
