NIBIN Technician/Investigator

Under the general direction of a designated supervisor, the incumbent will be responsible for performing administrative and technical duties to support the Department’s Crime Gun Intelligence Center and the Firearms and National Integrated Ballistics Information Network (NIBIN) program. The incumbent will also assist and support Crime Gun Intelligence Center Detectives with investigative leads and analytical support. Furthermore, the incumbent with assist in developing, establishing, and organizing work processes and procedures to deliver program services, evaluate effectiveness of programs and efficiency of processes, and implement prescribed program guidelines and objectives. This job has no supervisory responsibilities.

Duties

Duties/Responsibilities
  • This classification is distinguished from a Police Officer by the fact that the employee is not a sworn officer, does not carry a firearm, and does not make arrests.
  • Prepare reagents for use in analytical testing.
  • Perform quality control on instrumentation and reagents; maintain section logbooks.
  • Maintain inventory of supplies and submit orders.
  • Maintain integrity of evidence and chain of custody.
  • Photograph items of physical evidence to provide evidence documentation.
  • Analyze firearms, fired ammunition components, unfired ammunition, and cartridge case images.
  • Receives, examines, and enters physical evidence associated with firearms cases, using microscopy, measuring devices, photography and IBIS imaging techniques.
  • Conduct entries on NIBIN equipment after receiving training from ATF or another authorized trainer. The technician/investigator must be able to successfully pass the competency testing for acquisitions.
  • Prepare reports to document involvement and results.
  • Handles, operates and test fires a variety of firearms and ammunition following all safety procedures.
  • Testify in a clear, accurate, truthful, and professional manner.
  • Assists other NIBIN and Crime Gun Intelligence Center personnel with the inventory, preparation and examination of firearm evidence associated with complex cases.
  • Produce analytical products and summarize all information in written reports and/ or bulletins.
  • Responds to inquiries as to status of cases and questions regarding NIBIN related investigations.
  • Establishes and maintains outside sources for information concerning materials and items examined in IBIS casework.
  • Perform evidence processing for deoxyribonucleic acid (DNA) and latent prints.
  • Cleans and maintains firearms and examination related resources such as bullet recovery systems, ranges and tools.
  • Perform general housekeeping duties, including cleaning laboratory work areas, equipment, glassware, and utensils.
  • Conducts and completes assigned tasks with a level of independence requiring some guidance but not repeated in same or similar circumstances.
  • This position requires regular and reliable attendance and the employee’s physical presence at the workplace.

KNOWLEDGE, SKILLS AND ABILITIES
  • Thorough knowledge of applicable laws, state statutes and ordinances.
  • Knowledge of the terminology and techniques used in the forensic laboratory.
  • Knowledge of the procedures for packaging, handling and preserving evidence.
  • Skill in operating photographic and fingerprint development and collection equipment.
  • Skill in the preparation of reagents and the use of scientific equipment.
  • Ability to give sworn testimony in court.
  • Ability to establish and maintain effective internal/external working relationships.
  • Ability to maintain files and records and prepare reports and correspondence.
  • Ability to operate necessary equipment, including but not limited to vehicles, and computer.
  • Ability to make presentations to large groups.
  • Ability to effectively communicate and discretely handle confidential material.
  • Ability to organize, multi-task, and complete administrative duties.
  • Ability to exercise judgment and make decisions in accordance with established laws, regulations, ordinances, departmental policies, and procedures.
  • Skill in organization, prioritization, and time management

 Earn a Degree in Crime Scene Investigation, Forensic Science, or Computer Forensics

Requirements

Minimum Requirements
  • Associate degree in Criminal Justice, Criminology, or related field. Experience, and/or training that provides the required knowledge and abilities may be substituted for the degree.
  • Minimum of five (5) years of investigative experience in support of a state, local or federal law enforcement agency and/ or two (2) years direct experience working within a CGIC or NIBIN lab.
  • Minimum of 2 years of experience in NIBIN.
  • Strong knowledge of investigative procedures, evidence collection techniques, and legal principles applicable to criminal investigations.
  • Exceptional communication and interpersonal skills with the ability to interact professionally and empathetically with individuals from diverse backgrounds.
  • Proficiency in computer applications and software relevant to investigative work, including database management and report writing.
  • Ability to work independently with minimal supervision and collaborate effectively within a team environment.
  • Willingness to work irregular hours including evenings, weekends and holidays, to accommodate the demands of investigations.
  • Must possess a valid Florida Driver’s License with an acceptable driving record.
  • Must submit to a complete background investigation including fingerprint check.
  • Must meet restrictive drug standards.
  • Must pass a polygraph examination.
PREFERRED QUALIFICATIONS
  • Bachelor’s degree in criminal justice, criminology, or related field preferred.
  • 5 years of NIBIN and/ or investigative experience with a law enforcement agency.
  • Relevant certification in areas of specialties.
  • Excellent analytical, problem-solving, and communication skills, with the ability to work effectively in a fast-paced, dynamic environment and collaborate with multidisciplinary teams of investigators, analysts, and legal professionals.

  • Mental Acuity – ability to make rational decisions through sound logic, deductive reasoning.
  • Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.
  • Walking - on foot to accomplish tasks, long distances, or site to site.
Work performed is primarily:
  • Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.
