This is work performing tasks that require a general knowledge of crime intelligence analysis procedures, databases, and resources, as well as a working knowledge of cybercrime investigations. Work involves the collection, analysis, and presentation of data related to criminal activity investigated by the Division of Gaming Enforcement. The incumbent in this position uses critical thinking, cyber, and digital technology skills to analyze internet-based activity to uncover sophisticated or complex criminal acts, with the goal of determining the structure, scope of operation, capabilities, and weaknesses of the criminal suspect or organization.

Duties and Responsibilities:
  • Researches and recommends for acquisition the necessary hardware and software assets for use in cybercrime-related investigations.
  • Maintains, utilizes, and validates hardware and software used in cybercrime-related investigations.
  • Researches current and anticipated future technology advances to assess potential impact on the investigation of illegal gambling.
  • Provides additional investigative leads discovered as a result of analysis and provides informal suggestions concerning the investigation based on an in-depth knowledge of the analyzed evidence.
  • Assists in drafting subpoenas to ensure that pertinent records are identified. May accompany sworn personnel on search and seizures, after premises are secure.
  • Participates in interviews conducted by sworn personnel of witnesses and subjects, regarding matters for which a detailed understanding of cybercrime-related issues is necessary.
  • Provides in-depth analysis on data extracted from digital evidence to provide investigators and prosecutors an understanding of the related criminal activity.
  • Extracts pertinent entries from records examined and prepares a concise summary of findings and necessary documents in various formats which would otherwise be highly complex in form, to include worksheets, schedules, memoranda, investigative reports, charts, or other presentation formats.
  • Assembles and arranges evidence and work product for trial purposes, and prepares a variety of related reports, graphs, charts, and exhibits, and otherwise assists investigative personnel and prosecutors with grand jury and trial activities.
  • Testifies, when required, before a statewide, state, or federal grand jury or trial jury and during other proceedings, as to information obtained, and/or analyzed and for chain-of-custody evidence.
  • Works with outside law enforcement, prosecutorial agencies, FGCC Pari-Mutuel Wagering staff, tribal criminal justice agencies, and non-criminal justice agencies on a regular basis. Maintains regular communication with these entities for the purpose of gathering and organizing information on current and developing activity in illegal gambling.
  • Responsible for researching crime reporting data to ensure information received or disseminated is accurate and complies with state and federal requirements.
  • Reviews, monitors, and researches criminal intelligence from various sources to identify activities, patterns, and techniques used to facilitate and conduct illegal gambling.
  • Reviews, monitors, and researches criminal intelligence from various sources to compile information on suspects and businesses suspected of criminal activity related to illegal gambling.
  • Uses cyber-specific intelligence resources to investigate online sports betting and other internet-based illegal gambling activity, and to establish connections between criminal activity and persons or organizations.
  • Utilizes knowledge of online platforms and applications to request and analyze evidence pertaining to digital transactions relating to online sports betting and other illegal gambling activity.
  • Assists with development of covert identities to be used in online platforms, and maintains covert network for division use.
  • Clearly and effectively communicates documented illegal activities and trends to supervisors and other commission personnel in spoken and written form.
  • Maintains familiarity with legal issues surrounding the analytic process including privacy, confidentiality, civil rights, and civil liberties protections within the intelligence cycle and products, such as application of the 28 CFR Part 23 regulation and the handling of personally identifiable information (PII).
  • Supports commission objectives by task analysis, work flow documentation, and application support to avoid or resolve programmatic, administrative, and operational issues and problems.
  • Travels as required to provide investigative support.
  • Performs other duties as assigned.

 Earn a Degree in Crime Scene Investigation, Forensic Science, or Computer Forensics

Requirements

Required Knowledge, Skills, and Abilities:
  • Knowledge of the criminal justice system;
  • Knowledge of the methods of data collection;
  • Knowledge of and ability to create databases, flowcharts, graphical timelines, and spreadsheets;
  • Comprehensive knowledge of fundamental computer operations, including hardware, software applications, and electronic communications;
  • Familiarity with computer, mobile, and cyber analysis tools;
  • Ability to maintain knowledge of current technology trends and techniques;
  • Ability to utilize problem-solving techniques;
  • Ability to use writing skills to clearly and factually present complex and interrelated information in investigative reports;
  • Sufficient oral communication and personal skills to be able to deal effectively with employees in other government agencies, businesses, and the courts;
  • Ability to plan, organize, and coordinate work assignments;
  • Ability to use deductive reasoning;
  • Ability to maintain confidentiality of information;
  • Proficient with Microsoft Office Suite (Word, Excel, Access, PowerPoint);
  • Working knowledge of Linux, Mac OS, Android OS, iOS, and Windows OS; and
  • Ability to understand and apply applicable statutes, rules, regulations, policies, and procedures.
Preferred Qualifications:
  • Degree in Cybercrime, Cybersecurity, or Digital Forensics.
  • GIAC, CompTIA, SANS, or Certified Ethical Hacker certifications, or other industry-recognized certifications.
Minimum Qualifications:
  • Four (4) years of experience in cybercrime, computer crime, or digital forensics;
  • OR
  • A combination of four (4) years of experience in cybercrime, computer crime, cybersecurity, digital forensics, criminal intelligence, or crime analysis; and computer system analysis or computer information systems.
