Property and Evidence Technician

Duties

• Perform all job functions necessary for the operation of this facility, including but not limited to: Receive, count, describe, impound, process, separate, inventory, photograph, package, store, maintain, deliver, transport, release, check-out/in, and dispose of property and evidence. Note: “Describe” includes distinguishing colors.
• Proficiently operate all equipment in the Property & Evidence facility including computer, multi-line telephone, calculator, moveable storage shelves, cargo van and other type motor vehicles, police radio, photography equipment, bar-coding equipment, copier, scanner, fax machine, alarm system, and other related equipment as required.
• Use computers to maintain databases, files, and records.
• Accurately read, type, process, document, file, and distribute information from various reports to various locations. Note: “Filing” includes filing in alphabetical and numerical order.
• Order, issue, and maintain adequate supplies necessary for storage and preservation of property and evidence.
• Lift, carry (up to 50 pounds), drag, pull, push (up to 100 pounds), while placing and removing property and evidence onto and from shelves up to ten (10) feet high.
• Handle and store hazardous materials and explosives using proper safety precautions.
• Package, load, and transport evidence to forensic laboratories; transport evidence to courts in varying traffic conditions by driving motor vehicle.
• Transport, load, and unload abandoned/unclaimed property to the City warehouse for auction and account for each item properly with the Purchasing Division.
• Proficiently maintain daily record and account of all vehicles impounded, confirming ongoing inventory and accuracy of accounting; conduct necessary processes for vehicle auctions. Maintain current status of all vehicles and initiate a monthly recap to the Accounting Department
• Transport, load, and unload disposed evidence to approved disposal sites, including but not limited to narcotics, biohazard evidence, firearms, and trash.
• Handle and store hazardous materials and explosives using necessary safety equipment and proper safety precautions.
• Document and update all paperwork and computer involving chain of custody.
• Conduct training for new recruits.
• Research the disposition of cases with each district attorney office, juvenile probation, municipal court, and/or other agencies.
• Conduct required audits and inventories as required for accreditation.
• Assist in training new employees.
• Assist in budget preparation.
• Train volunteers and prepare tasks for volunteer completion.
• Assist the public and departmental personnel with property and evidence related requests in person, by telephone, fax, email, and in written communication.
• Communicate courteously and effectively with other employees, officials, and the public, in English, verbally and in writing.
• Work in all weather conditions, inside and outside.
• Attend/testify in all criminal and civil courts when summoned.
• Attend training schools/seminars and other city related events which may require travel (occasionally overnight).
• In absence of supervisor, supervise other Property & Evidence employees when assigned.
• Must not pose a threat to the health or safety of self or others.
• Maintain confidentiality of investigations, evidence and the owners of property.
• Work effectively in a team environment.
• Subject to random drug screening.

 Earn a Degree in Crime Scene Investigation, Forensic Science, or Computer Forensics

Requirements

• High school diploma or G.E.D. required Texas drivers license, Class "C" or above, required.
• Must have a Texas Notary Public license or obtain within six months of attaining position.

Preffered Experience

• Two years of recent work history that includes experience in filing, indexing, keyboarding, computer usage, public interaction in person, by telephone, and email.

Knowledge Required

• Computer hardware and software to maintain databases, files, and records.
• Must have reading, comprehension, mathematical, and decision-making abilities.
• Must be able to communicate courteously and effectively in English with coworkers, officials, and the public, in person, in writing, and by telephone.
• Must have ability to multi-task. Must be able to: lift, carry (up to 50 pounds), drag, pull, and push (up to 100 pounds) while placing and removing property and evidence on to and from shelves up to ten (10) feet high; bend, carry, climb, clean, hold, see, sort, squat, twist body, walk, kneel, crawl and/or stoop to store and retrieve evidence; stand and/or sit for extended periods of time.
