Property and Evidence Supervisor

Duties

• Assigns, directs and supervises subordinate personnel, ensuring strict adherence to established policies, procedures and standards.
• Responsible for budget preparation and monitoring, forecasting and calculating future budgetary needs for the unit.
• Ensures that all evidence and property are maintained in a safe and secure environment, with access limited to authorized personnel, while ensuring the chain of custody is always current.
• Managing the Property and Evidence Unit involves determining funding requirements, preparing the budget, monitoring the status of allocated funds and controlling expenses.
• Briefs subordinates on daily work assignments and transmits communications, orders, policies, and other administrative directives.
• Observes and instructs new personnel, provides assistance and resolves issues as necessary, and ensures that staff stay current with latest forensic and evidence handling information through training courses and in-house activities.
• Administers or provides recommendations for routine personnel matters such as recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraising and disciplining.
• Ensures records and reports are submitted as required by department and city management.
• Also ensures that subordinates receive the necessary training to perform duties, advises staff on policy and procedure changes and develops training plans to track progress.
• Responsible for leading, supervising and directing personnel.
• Oversees their work provides assistance in areas of responsibility, which may include performing the role of an Evidence Technician when needed.
• Creates unit goals and objectives, ensuring staff participates in achieving those goals on a quarterly basis.
• Reviews reports, records and other documents prepared by subordinate staff, advising on any discrepancies or deficiencies, and implementing procedural changes as necessary to improve work product and efficiency.
• Reviews unit purchases for supplies and equipment, making reasonable efforts to forecast future purchasing needs.
• Acts as the liaison for all outside agencies assisting the department, maintains an accurate contact database and attends administrative meetings for supervisors and patrol staff.
• Reviews, amends as necessary, and submits staff reports, laboratory requests, purchase documents and a variety of tangible files.
• Conducts scheduled and random inventory audits on property, evidence, supply items and equipment, identifying problems and generating formal reports with findings and corrective actions.
• Provides superior customer service by answering telephones, handling inquiries based on knowledge of Investigations Division operations, and performing research as necessary.
• Refers calls to the proper officials as needed.
• Maintains inventory of property, evidence, equipment, supplies, materials and forms.
• Ensures assigned office equipment, is inspected and maintained, reporting damage when necessary, and monitors office facilities for safety and housekeeping compliance.
• Investigates accidents involving employee or equipment injuries and prepares appropriate reports.
• Ensures the property and evidence storage area complies with established policies, procedures and filing systems.
• Conducts narcotics disposal as needed, in accordance with a judge's court order and department general orders.
• Oversees the retrieval, organization, and secure storage of digital evidence using Axon Evidence (Evidence.com) or any other submitted digital evidence.
• Ensure proper chain of custody, compliance with departmental policies, and adherence to legal standards when handling body-worn camera footage, dashcam recordings, and other digital media.
• Provide authorized personnel with access to relevant evidence for investigations, court proceedings, and internal reviews while maintaining data integrity and confidentiality.
• Reviews incoming mail, determining propriety of requests for information and assigning to proper subordinate for processing, as appropriate.

 Earn a Degree in Crime Scene Investigation, Forensic Science, or Computer Forensics

Requirements

Must have two (2) years of supervisory experience within the criminal justice field. Must possess a valid Florida Driver’s License and have and maintain an acceptable driving record

Education/ Experience

• An Associate degree or higher in Business Administration or related filed, -AND- five (5) years of experience in handling, receiving, storing and disposal of police property/evidence, inventory control, materials management and records management; OR
• High School Diploma, GED or equivalent -AND- nine (9) years of experience in handling, receiving, storing and disposal of police property/evidence, inventory control, materials management and records management.

Special Requirements
